Carbon Cap-and-Trade (2/7)
Obama has proposed to reduce U.S. emissions to 1990 levels by 2020 and by 80 percent by 2050. The key to these cuts will be a cap-and-trade plan that would cap how much power plants and factories could pollute and make them buy carbon credits for their emissions. The United States has not ratified the Kyoto Protocol, but Obama has promised to reverse America's previous policy and "help lead the world toward a new era of global co-operation on climate change".
